Cottage Grove’s Housing Market: Addressing Affordability and Future Growth

Cottage Grove is proactively addressing housing affordability and planning for future growth to meet the needs of its residents. A comprehensive Housing Needs Study, commissioned by the Economic Development Authority (EDA) and completed by Maxfield Research & Consulting, provides an in-depth analysis of the current housing landscape and offers key recommendations through 2035.

Current Housing Landscape

The study reveals that Cottage Grove’s housing stock is relatively new, with the largest proportion of homes built in the 1990s. Single-family detached homes dominate the market, comprising 91% of all owned units. Despite a strong housing market, affordability remains a concern. The median owner-occupied home value is $337,000, lower than the Twin Cities Metro average, yet the median rent of $1,467 is higher than the metro average. This disparity contributes to a significant housing cost burden, with 15% of owner households and 42% of renter households spending more than 30% of their income on housing.

Future Housing Demand and Recommendations

The study identifies a substantial demand for various housing types across all income levels. To address this, the city plans to focus on new single-family constructions priced under $400,000 to cater to entry-level buyers. Additionally, there is a strong demand for owned multi-family products like townhomes and twin homes, appealing to both young singles/couples and empty-nesters seeking low-maintenance living. The study estimates a demand for 1,317 new single-family units and 593 owned multi-family units by 2030.

Rental Housing Market

The rental market in Cottage Grove exhibits a low vacancy rate, indicating a supply shortage. To alleviate this, the city is considering strategies to increase the availability of rental units, ensuring that residents have access to affordable and diverse housing options.

City’s Commitment

Cottage Grove’s commitment to understanding and addressing the housing needs of its residents is evident through these initiatives. By implementing the recommendations from the Housing Needs Study, the city aims to create a balanced and sustainable housing market that accommodates the diverse needs of its growing community.
